I agree it would be best to have a high performing state that is just, similar to the best form of government being a benevolent dictatorship. Unfortunately, most dictatorships tend not to be benevolent, in which case an inefficient form of government like democracy is preferable to the tyrannical dictatorship.
Why does a competent state need to be a dictator? Can run a series of experiments in certain zones that compete with each other. Lower veto ability, better information and information quality to help educate - eg., getting everyone in a room together to discuss issues.

Because I just haven’t seen a democracy remain competent at scale.
China isn’t a democracy.
